Isotope Products Laboratories is regulated by a number of federal and state agencies. IPL manufactures and distributes radioactive sources under the auspices of the Radiological Health Branch of the State of California's Department of Health Services. The State of California's Radiological health program approves IPL's source designs after proof of product testing and proper source design evidence is submitted. Approvals of such source designs are made available through the Registry of Radioactive Sealed Sources and Devices (RRSS&D), described below. The NRC regulates the distribution of Exempt Quantity Distribution Products, and the US Department of Transportation regulates shipping, packaging, and Special Form Certificates for sources and packages.

USNRC and Agreement States
The USA maintains a system for the registration of sealed sources and device designs. It is managed by the regulatory bodies, the US Nuclear Regulatory Commission (NRC) and the Agreement States, i.e. those states which have chosen to maintain regulatory authority over radioactive material.

When a source or device is to be specifically licensed by a user, an evaluation of the design is performed by the regulatory authority. If the source or device is suitable for licensing, a registration sheet is issued for that design. Regulatory authorities can refer to that registration sheet for information that will facilitate the specific licensing process. The NRC maintains a central registry of all designs that are suitable for licensing. A regulatory guide, NRC Regulatory Guide 10.11, has been issued to assist users with applications for this registration.
